APSC Constitution

Preamble
We, the students of the University of Texas School of Architecture, in order to
provide an official and representative student government, to investigate
student problems and take appropriate action, to provide the official voice of
student opinion, to encourage student participation in the policy and decision-making processes of the School, to foster awareness of the students' role in
the academic community, to enhance the quality and scope of architectural and
planning education within the School, to educate the larger University
community about the important issues of architecture and planning, do ordain
and establish this constitution of the Architecture and Planning Student
Council.
ARTICLE 1: ORGANIZATION'S NAME
Architecture and Planning Student Council, hereafter refereed to as
APSC or Council.
ARTICLE 2: MEMBERSHIP
Section 1. The members of the Council shall consist of all students of
the School of Architecture
Section 2. The Council shall initially recognize one national
organization as representative of the student body of the School of
Architecture at the University of Texas at Austin under the auspices of the
APSC:
a. American Institute of Architecture Students
Section 3. In order for a new national organization to receive APSC
recognition, it must receive favorable vote of two-thirds (2/3) of the Officers
of the APSC as set forth by the Bylaws.
Section 4. Any national organization which becomes recognized by the
APSC, including those set forth in the Constitution, shall be under the
auspices of the APSC.
ARTICLE 3: OFFICERS
Section 1. The officers of the APSC shall be comprised of an APSC
President, an American Institute of Architecture Students (AIAS) Chapter
President, a Vice President of Student Affairs, a Vice President of
Communications, a Vice President of Social Interaction, a Treasurer, a
Secretary, a Community Service Chair, a Senate Representative, and a Student
Government Representative.
Section 2. All Officers must be full-time students in good academic
standing in the University and the School of Architecture.
Section 3. All officers must have one year's prior service as an active
member on the APSC. (?)
Section 4. The AIAS President must have one year's experience as an AIAS
member and shall be elected by AIAS members. (?)
Section 5. All Officers (except AIAS President) must be elected by APSC
members.
Section 6. All Officers shall serve until replacements have been elected
and are able to assume their duties, with the exception of graduating Officers.
ARTICLE 4: ELECTIONS
Section 1. Elections shall be held the second week in April.
Section 2. Members at large shall have one vote in general elections (in
a confidential ballot).
Section 3. All Officers shall assume their duties as "-Elects" at the
first meeting of the APSC following their election, (or no later than fourteen
(14) days following the election). They shall assume full title and privilege
on the last day of classes on the Spring semester.
ARTICLE 5: PROCEDURES
Section 1. All business of the APSC shall be conducted by the Officers of
the APSC except as specified in the Constitution or Bylaws.
Section 2. All APSC meetings shall be conducted by the APSC President.
Section 3. The APSC President shall designate a regular meeting schedule
at the beginning of each semester.
Section 4. If any Officer is absent for more than the majority of two
meetings without a reason acceptable to the APSC President, that Officer shall
automatically be removed from office.
Section 5. Officers shall elect a new Officer by consensus to fill a
vacated term.
Section 6. Each Officer shall have one vote. No officer shall vote by
proxy.
ARTICLE 7: AMENDEMENT AND RATIFICATION PROCEDURES
Section 1. An Amendment to this Constitution or Bylaws may be presented
by any member or by an Officer of the APSC and will be referred to the members
by a two-thirds (2/3) vote of the Officers, all being present.
Section 2. This Constitution or any amendment to it shall become
effective immediately upon ratification.
ARTICLE 8: REMOVAL
An Officer may be impeached and expelled from the APSC by a two-thirds (2/3)
vote of the number of Officers of the APSC.
