[Resolution passed at the 1999, December 6th meeting of
the GSA]
A RESOLUTION ENDORSING PROMPT IMPLEMENTATION
OF SPECIFIC ASPECTS OF THE
MASTER PLAN PERTAINING TO THE ESTABLISHMENT OF A PEDESTRIAN
CORE CAMPUS
WHEREAS the campus master plan was formulated more
than four years ago with an underlying objective to support
and embody a sense of community for students, faculty,
and staff and to create a sense of place that will remain
strong and clear in the memories of graduates;
WHEREAS the first major principle interwoven through
all master plan proposals is to return the core campus
to pedestrians and keep vehicular traffic to the edges
of the campus;
WHEREAS the total number of parking spaces on campus
has increased in the last four years from 11,800 in February
1996 to 14,000 in September 1999;
WHEREAS there are presently 140 street-side parking
spaces on Speedway between 21st and 24th Streets, and
80 street-side parking spaces on 24th Street between Speedway
and Whitis Avenue;
WE THEREFORE RESOLVE
* that all street-side parking on Speedway between 21st
and 24th Streets should be eliminated, and that all non-service
vehicular traffic on Speedway between Inner Campus Drive
and Water Tower #2 should be restricted by Fall 2000,
or as soon as possible;
* that all street-side parking on 24th Street between
Speedway and Whitis Avenue should be eliminated, and that
all non-service vehicular traffic on 24th Street between
Speedway and Inner Campus Drive should be restricted by
Fall 2001, or as soon as possible;
* that after these areas have become pedestrian rights-of-way,
they should be redesigned to be more pedestrian friendly,
in accordance with the specific guidelines of the campus
master plan, as soon as possible.
